Karen Hicks

As an internationally regarded strategist and manager, Karen Hicks has designed and run national and state based campaigns that combine a winning strategy with a plan to build lasting power through leadership and skill development. Hicks designed and ran the large-scale consumer outreach and engagement campaign, “Covering New Hampshire,” to enroll uninsured residents in the Health Benefits Marketplace and Medicaid. The multi-channel campaign won national recognition as one of the most effective in the country. Hicks has run and had leadership positions on electoral campaigns, including multiple Presidential, statewide and local campaigns. In 2008, Hicks served as a Senior Advisor to Senator Hillary Clinton with a focus on the early nominating states. In 2004, Hicks served as the Field Director for the Kerry Campaign and oversaw the campaign’s $80 million grassroots mobilization effort in the battleground states. In 2005, Hicks advised British Prime Minister Tony Blair and the Labour Party as they sought and won a historic third term, primarily advising the Party on organization building efforts, voter targeting, as well as design and implementation of a voter contact plan. In addition to the numerous statewide and local political races, Hicks has extensive policy experience at the state level. She served as Governor Jeanne Shaheen’s Health Policy Advisor for 3 years and as the Director for Policy at the New Hampshire Department of Health and Human Services. Hicks also served as Executive Director of New Hampshire Citizen Action and has worked with dozens of progressive organizations to strengthen planning, advocacy, and organizing capacity. Hicks serves on the board for Community Catalyst and Chair for Community Catalyst Action Fund.

Andy has spent the last decade working in Democratic politics for candidates, organizations and progressive causes. He has managed campaigns at the local, state and federal levels, served as IE director at SEIU and consultant for a variety of political committees, labor unions and advocacy groups. He lives in Washington, DC with his wife Valerie and their bulldog Charley.

Melissa Morales

Prior to joining Civix Strategy Group, Melissa served as the Executive Director of SEIU Florida where she oversaw the planning and execution of SEIU state political campaigns and projects, and coordinated joint work amongst SEIU Locals and diverse community organizations. In 2018, Melissa managed a statewide campaign for the Florida midterms while serving as State Director for Win Justice Florida - a coalition of seven organizations, including SEIU, Community Change Action, Planned Parenthood Action Fund, Color of Change PAC, and multiple grassroots state organizations. Previously, Melissa has managed IE Programs for the 2016 Presidential Campaign in battleground states with SEIU, worked as a Policy Analyst for the National Community Reinvestment Coalition, and assisted in the development of direct mail and campaign strategies as an Account Associate at The Pivot Group.

Anthony Fragale

Vice President Anthony Fragale has spent more than a decade working in progressive politics managing campaigns and programs for candidates, labor unions and progressive organizations. Most of his career has focused on managing, supporting and funding field organizing efforts, including as the IE National Field Director for SEIU in the 2016 presidential campaign, which covered six battleground states and over a dozen regional community organizing partners. More recently Anthony serves as the Executive Director of Virginia Plus, which is the progressive donor table in Virginia. In this role he raises money throughout the Commonwealth and around the country to fund strategic and coordinated c3 and c4 organizations and campaigns.

Laura Thibault

A native of New Hampshire and graduate of the University of New Hampshire, Laura’s background includes nearly two decades of nonprofit management, grassroots organizing, and advocacy in the state, with a focus on women’s rights. Previous positions include Executive Director of NARAL Pro-Choice New Hampshire and Assistant Director of the Arts Alliance of Northern New Hampshire. Laura is a graduate of Leadership New Hampshire (’12) and is actively involved in her local community. She has served on several nonprofit committees and boards including her current role on the ACLU of New Hampshire’s Reproductive Rights Advisory Council and on the Board of Trustees of the Kingston Community Library. Additional volunteer leadership roles include past service on the Board of the New Hampshire Women’s Foundation, one of the founding parents of the Mountain Village Charter School in Plymouth, NH and founder of Support SAU17, a parent group advocating for greater community support for public education in the Sanborn Regional School District. Laura lives with her family in Kingston, New Hampshire.

Amanda Sears

As Director of the Campaign for a Family Friendly Economy, Amanda is working to build momentum for policies that help New Hampshire people make ends meet and be there for their families when they need to be. Prior to joining Civix Strategy Group, Amanda co-founded the Environmental Health Strategy Center -- a public health advocacy organization based in Maine --and the Alliance for a Clean and Healthy Maine, a coalition working to phase out use of persistent chemicals from consumer products in favor of safer alternatives. Additionally, Amanda is a past President of the Maine Public Health Association; accepted the Giraffe Award from the Maine Children’s Alliance for her previous organization’s efforts “sticking their necks out” for Maine kids; and is a board member of the New England Grassroots Environment Fund. Amanda is a third generation resident of Deerfield, NH, where she lives with her husband Brad and their three children.

Eric Borja

Eric Enrique Borja is the direct descendant of political revolutionaries and labor organizers. Eric grew up listening to his parents speak about El Salvador, about the political climate before the revolution, and about their organizing experience with students and workers before having to leave to the United States. Eric’s parents migrated to the United States in 1979 to escape political persecution. Every day, Eric does his best to honor his family’s legacy through his work and through his relations. Eric brings to his work 10+ years of organizing experience, deep love and hope for technology’s potential to liberate us, and a strong commitment to honor his family, his ancestors, and his communities.

Carter Black

Carter has an extensive organizing background and has previously worked on campaigns from the organizer level up to the State Director level. She has designed statewide organizing programs with focuses on both campus and rural outreach, and especially loves finding new ways to use social media and texting in organizing. Prior to joining Civix as Director of Campaign Operations, Carter served as the NextGen Virginia State Director and then briefly relocated to Las Vegas to serve as Nevada Deputy Organizing Director on Pete Buttigieg’s presidential campaign. Carter graduated in 2016 from James Madison University with a Bachelor of Arts in Political Science. In her free time she is an accomplished traveler and is working towards a goal of visiting all 50 US states by age 30.

Cody Jacobsen

A New Hampshire native and Plymouth State University (PSU) graduate, Cody Jacobsen holds a Bachelor of Science with extensive training in GIS software. While studying at PSU, Cody worked at the Draper and Maynard Museum managing their database and archives. As Civix Strategy Group's Director of Campaign Operations, Cody manages the successful execution of issue, electoral and legislative campaigns. Cody's interest in national and local politics began in high school when he served as the Student Representative on the Oyster River School Board. An avid outdoorsmen, Cody is passionate about preserving the beauty of New Hampshire as well as advocating on behalf of economic justice and access to high quality education for everyone.

David Presley

A native of North Carolina and graduate of Virginia’s Roanoke College, David’s interest in politics began in earnest with an internship for North Carolina’s Congressman Heath Shuler. In his free time, David enjoys taking his motorcycle out on long scenic rides.

Forrest Rapier

Field Organizer

Forrest began his career in community organizing in Denver, CO as an organizer with the Blue Bench, inspiring fellow community members to join the fight to end sexual assault. It was in this context that he learned to train, develop, and lead teams of activists as a Canvass Field Manager. Since then, he has worked as a Field Manager with Grassroots Campaigns and Rocky Mountain PBS in Colorado, and worked as a Canvass Director for WETA PBS in the greater DC area before joining Civix. Forrest volunteers with several activist groups, and enjoys playing the drums in his free time. He is passionate about developing community leaders and giving everybody the tools and training needed to express their activism.
